Im going in july and when I was looking I found rooms for as low as $9 per night!!!! I thought the price was crazy, but decided to stay somewhere alittle nicer since we are going right after my wifes birthday and right before our anniversary. So we are staying at the paris for $60 per night. If you don't like gambling you shouldn't stay downtown. That's where the serious gamblers go because the odds are better at downtown casinos (except for Golden Nugget.)
Spending a week in Las Vegas without gambling, there's much more to do on the strip than there is downtown. Although I think a week is too long; you could visit every property on the strip within 2 days. (I've done that before... walk the east side one day, then the west side the next.)
The cheapest hotels downtown should be Gold Spike and El Cortez; on the strip the cheapest will be Excalibur, Tropicana, Circus Circus, Riviera, Sahara, Imperial Palace and Stratosphere.
Stratosphere may be a good choice for you as it's exactly in between the center strip and downtown (about 2 miles away from both.)
If you're not renting a car and you want to have fun for a week without spending a fortune I'd choose one of the mid level south/center strip properties - which are Luxor, Monte Carlo, Flamingo, Harrah's, Bally's, Casino Royale, and Bill's Gamblin Hall %26amp; Saloon.

They list dates for Hooters for $20, Sahara for $23. I wouldn't stay at the Stratosphere because that is far away from everything. You'd either need to ride The Deuce bus or take a cab to get to anything.
I suggest you do a web search separate from any hotel booking site to get real reviews from people who have stayed there. Also bear in mind that some reviewers are less picky about accommodations and care more about the casino comps than hotel amenities.
Personally, I stay at the Golden Nugget or either Main St Station or The California downtown but then again, I'm there with family or friends to gamble. I've stayed at some of the strip hotels too but rarely because it generally costs more.
cheapest may not be best and cleanest.
i would consider one of the station casinos and they have reasonable rates. also the extended stay inns, have reasonable rates but they are clean and secure.
so before i got the cheapest place, i would consider what will it be like. and what time of unsavory people will be looming in the corridors at night.
circus circus was mentioned and they have under $30 nights ....
If you want to go to Vegas but dont want to gamble then you are far better to stay on the Strip there is more to do whilst downtown is mainly gaming, sure they have the fremont experience but other than that there is very littel. you can stay at CC on the strip (just) form around $23 and the much noicer better located Excalibur from around $35

I would try Golden Gate and El Cortez .. go to this site and search the dates you are thinking of coming. This will give you the best deals and then click on sort by price and will give the cheapest for those dates.
El Cortez is good as they just re-modeled the rooms and Plaza hotel i was stay far away due to bums, smoky rooms and not so many good places to eat.. I like the 4Queens, Fitz and Main Street Station as my 3 hotels.

El Cortez has cheap rooms but I would also check the promotions for hotels located on the Blvd. - perhaps you get a good room price with a promotion e.g. for Excalibur. Try http://www.vegas-hotels-online.com for the latest promo codes.
Probably a toss-up between El Cortez, Golden Gate and Vegas Club. Don't stay at El Cortez though, it's right near the 'hood.
The El Cortez usually has rooms for around $20.
